Raul represents the heist tradition of the series: planning, crews and the assumption that something will go wrong. Where Jason and Lucia are impulsive, Raul is methodical — the kind of contact you want on a job and never want to owe money to.
Raul is the professional: bank work, crews and planning. He matters because he suggests the scale the story is aiming at, since Jason and Lucia are amateurs next to an operator with a method. He is also one of the few official characters defined by competence rather than by location or family. Whether he appears only in the main story or carries work afterwards is not something Rockstar has stated.
In roleplay
Heists are the classic set piece for organised roleplay: planning, roles, timing and a plan that fails. A career criminal like Raul gives a server a model for the experienced character who recruits newcomers, the fixer who sets the rules of a job and decides who is trusted with what. Because nothing is known about how jobs work in the game, a community should treat its own heist rules as its own invention and say so.
