Protected wilderness
Mount Kalaga National Park
The state's national park: forest, elevation and protected land in the north of Leonida.
National parks in GTA have always been a boundary of a different kind — rangers, wildlife, tourists and roads that stop being roads. Mount Kalaga gives Leonida verticality that Vice City's flat coastline cannot, and a lawful reason for players to be somewhere with no police station for miles.
Mount Kalaga National Park is the northern counterweight to Vice City: protected land, elevation and the part of the state described as wilderness by designation rather than by neglect. A park creates lawful reasons to be far from a police station, which is a useful thing for a map to contain. Rockstar has confirmed the park and its protected status, and nothing else about trails or facilities.
In roleplay
Protected land is a different jurisdiction, and that is what makes it interesting for roleplay: rangers instead of patrol officers, permits instead of probable cause, and a place where a criminal has to be careful rather than fast. A server can use a park as neutral ground for meetings, as a source of search-and-rescue plots, or simply as the map's quiet corner. Its entry rules should be house rules, written down.
